Fake Encounter: Punjab Police Ex-DIG , DSP Jailed for life term ,1993

In Mohali, Punjab, a Central Bureau of Investigation (CBI) court convicted former Deputy Inspector General (DIG) Dilbagh Singh and former Deputy Superintendent of Police (DSP) Gurbachan Singh in a 1993 case involving the fake encounter of Gulshan Kumar, a resident of Tarn Taran, according to The Tribune.
The court found Dilbagh Singh guilty of kidnapping and Gurbachan Singh of murder and kidnapping.
The sentencing for both will be announced on Friday.
The CBI had filed a chargesheet against DSP Dilbagh Singh, Inspector Gurbachan Singh, ASI Arjun Singh, ASI Davinder Singh, and ASI Balbir Singh. However, during the trial, Arjun Singh, Davinder Singh, and Balbir Singh passed away, leading to the abatement of proceedings against them.
The Case:
The case originated from a complaint by Chaman Lal, who reported that on June 22, 1993, he and his sons, Parveen Kumar, Bobby Kumar, and Gulshan Kumar, were detained by the police led by DSP Dilbagh Singh and SHO City Tarn Taran Gurbachan Singh. All were released after a few days except Gulshan Kumar.
Chaman Lal alleged that Gulshan Kumar, a vegetable vendor, was kept in illegal custody and later killed in a staged encounter on July 22, 1993, along with three others. His body was cremated without being handed over to the family.
Chaman Lal died before he could record his statement. The incident occurred on June 22, 1993, but charges were only framed against the accused on February 7, 2022, and the first witness's statement was recorded on April 25, 2022, almost 30 years after the incident.
