Bombay High Court Seeks Implementation Steps for Education Programs for Disabled Students

On Tuesday, the Bombay High Court requested information from the Maharashtra government on the steps taken to enhance education for disabled individuals through the broadcasting of programs with sign language interpreters.
The Issue:
Court's Inquiry: The division bench of Chief Justice DK Upadhyaya and Justice Amit Borkar sought details on how the state government plans to implement its decision.
Implementation Strategy: The state's 2021 decision aimed to improve education for disabled students by allocating time slots for educational broadcasts on Doordarshan and Aakashvani, facilitated by sign language interpreters.
Broadcast Plan: The school education and sports department was to ensure the broadcasting of these programs on the DD Sahyadri channel for two hours each in the morning and evening, featuring video clips with sign language interpreters.
Budget Constraints: In a February 2022 affidavit, the state reported a lack of the necessary Rs 4 crore budget. The government also suggested that YouTube might be a better platform than television for these programs, although funds for producing YouTube content were unavailable.
Court's Direction: The court instructed the state government to submit a fresh affidavit detailing the actions taken to implement these decisions. The Central government was also asked to file an affidavit on how the state's decision could be implemented.
Timeline: The affidavits are to be filed within six weeks.
Context: The directive came during the hearing of a public interest litigation (PIL) by the NGO 'Anamprem', which highlighted the challenges faced by disabled students during the COVID-19 pandemic. The NGO urged both central and state governments to enforce the Right to Persons with Disabilities Act of 2016.
